How Licensing Works
The Integrated Licensing Process
FERC's Integrated Licensing Process (ILP) involves six stages: pre-application, application, application review, draft environmental document, final environmental document, and licensing decision. Each stage has defined participation opportunities, comment periods, and deadlines established by FERC notices and orders.
A preliminary permit reserves the right to study a project site. It does not authorize construction, property entry, or project operation. A FERC license is required before construction may begin, together with applicable federal and state permits, property rights, and other legal requirements.

How REA Responds to Public Concerns
REA welcomes questions about water, wells, construction, routes, land, environmental protection, project facilities, and public participation. Responses will identify the relevant project information, supporting records, and next steps. Material corrections will include the date and basis for the change.

REA provides access to the public Old Forge NOI, PAD, public appendices, and regulatory record so residents, agencies, and other interested parties can review the project and participate in its evaluation.
The public PAD also identifies supporting materials handled separately to protect sensitive cultural and species locations, infrastructure-security information, personal information, and proprietary commercial or technical material. The public appendix register explains these categories.

Utilities, agencies, engineers, investors, lenders, insurers, contractors, and other relevant parties may request specific non-public records for an identified review. Access is arranged by document and purpose.
Request Professional AccessAccess to privileged and CEII filings also follows applicable FERC procedures, including protective agreements and Commission determinations where required. REA's commercial data-room process is separate from those regulatory access procedures.

Sensitive archaeological and cultural-resource locations are handled separately to protect the resources. Public summaries describe the review, potential effects, and protective measures. Requests follow the applicable cultural-resource and licensing procedures.
